reinstalling oem vista on new harddisk

I'm trying to reinstall an OEM version of Vista Home Premium on my new
harddisk. But when I try to register it says that the licens is allready in
use (probably from my installation on my old and deleted harddisk). Is this
not possible?

It's in use by you, because of your initial Activation. Simply
follow the on-screen instructions to activate by telephone.
