Reinstalling MsCompPackV1

I uninstalled software called MSCompPackV1-- which apparently stands for
MicroSoft Compression Pack Volume 1. My Windows XP (SP2) operating system
was changed into a more primative state. How can I reinstall MSCompPackV1?
