Wiping the memory is not required to [re]install an operating system
(although rebooting to load the install program is recommended to ensure
there is no malware still in memory). Probably what you meant to say is
that the tech wiped the drive (maybe secure erased it, maybe delete
partitions, and format followed by the install). Well, that means
NOTHING of any configuration for any program would have survived. All
the files for programs, configuration files, and data files are all gone
(depending on how you had your files setup and which partitions got
wiped). You will probably have to redefine all your e-mail accounts so
you actually have something to which your e-mail client will connect to
get your mails.
