Reinstall IE6 not working...or just add OE6

I just finished a reconfiguration of a computer here and when I put Outlook
on the machine, I received an error that Outlook Express must be installed to
run Outlook. I was baffled as I thought that Outlook Express was installed
with IE 6 but when I checked in my add / remove programes...low and behold,
it wasn't there. I can not find a way to simply 'add' OE to IE w/o reloading
IE 6...which leads me to my next problem.

When I try and run setup or IE 6, I am prompted with the following message:
"Setup has detected a newer version of Internet Explorer already on this
system. Setup cannon continue".

I found a KB article on how to get around that message and reinstall IE 6
(and hopefully OE 6) here:

I followed the registry edit steps exactly with one slight exception. In
the key for OE that was supposed to have the REG_DWORD for IsInstalled, the
IsInstalled REG_DWORD did not exist. I added it and set its value to 0. I
then set the value for the key assigned to IE 6 to 0 as well and re-ran
setup, but I still get the same message. I've rebooted with those values set
and tried running the setup with the same result.

Is there any other method I can try to get this resolved? Ideally, if
someone could just point to a way for me to add OE to IE I would greatly
appreciate it.

Tell us more about this "reconfiguration" (i.e., what you did, how you did
it, and why).

Windows version? If WinXP, is SP2 installed?
