RegLoadKey failed

A user attempts to logon but is denied.
1st logged userenv error
Unable to load roaming profile, tries to load load a local profile.

2nd logged userenv error
Cannot find the local profile and tries to logon with a temporary profile.

3rd logged userenv error
RegLoadKey failed. Return Value Access is denied

The final logged error says Windows cannot log you on because the profile
cannot be loaded.......

This user had successfully logged on the previous day and am wanting to know
how this problem can be fixed.

Installed the uphclean utility. Ran shutdown/reboot task. Checked event logs
and found that the user I was refering to, his user profile hive was unloaded.

Attempted to logon as that user. It wont load his roaming profile or local
profile but it did successfully load a temporary profile.

What can this be interpreted as suggesting? What do I do next? The user can
log in successfully with a temporary profile but I still have the userenv
errors popping up in the event log
