I need that a user account can add and remove a key of
registry.

You can run regedt32.exe to edit the registry permissions.

Dave Patrick, I need to do for 400 users in a network

regini.exe (Resource Kit) or SetAcls.exe (Soureforge project)
possibly in conjunction with psexec.exe (Sysinternals) may be a
solution. Also consider Global Group Policies if available.
