registry editing has been disabled

Hi

Even though I have got administrative rights I cannot change registry.
Whenever I'm trying to get it by regedit I get the same message:
registry editing has been disabled by your administrator.
Former administrator is away and I'm new administrator but I cannot unblock
this registry.
I cannot open Domain Controller Security Policy due to "probably" have not
appropriate rights as well as Domain Security Policy. I can only run
gpedit.msc but there are no rules blocking registry.

I'm loosing my mind

some ppolicy must be preventing the editing of the registry. With the GPMC
(GPO resulting) you could find out which policy is enforcing the setting
