Registry editing has been disabled by your administrator

I cannot run regedit since my machine tells me
"Registry editing has been disabled by your administrator"
Yet am the computer administrator!
What is the meaning of this.
Am trying to find a solution to restore folder options that has
dispeared from the tools menu
