Registering hhctrl.ocx problems

I am distributing a Access2003 database with help files. The hhctrl.ocx
file does not seem to be registering during installation. I'm using a 3rd
party software (Installer2Go). I place the ocx file in the Windows\System32
directory and check the box requesting Self Register as I do with other dlls
or ocxs and they register fine. Is there something particular with the
hhctrl.ocx file that prevents it from registering?

I'm pretty sure hhctrl.ocx will be on the target system already as part of
the OS install and there is no need for you to install it...it is probably
OS version specific and protected anyway. I also distribute using
Installer2Go and I have a help file...I don't distribute that component and
have never had an issue.
