Registering Computer message

Does anyone know why a box pops up that says "Registering
computer on Network" when I connect to internet? My
computer is not on a network. I have WinXP. Thanks

That is from your connection to your ISP. The connection is being
checked out at their end, to set it up with your user name and password,
and that process gives this message
