Registered name?

I'm curious, if I create a DNS entry on a local W2K Server box, and the
domain name doesn't actually exist yet, can you still publish FP2003 pages
to that local DNS name?

Yes, you can, locally.
 
I'm curious then, I've set up a DNS entry like all my other ones, and
created a IIS web as well.

When I try to publish a page, it says there isn't a web server isn't
available. But I can publish other pages I have on the same server, to
different domain names.

If you do nslookup and it resolves to the website IP then this is an IIS or
FrontPage issue.

When you created the site, did you create a www record for that site (or is
it a subdomain or subsite?). Did you create a hostheader under that site's
properties to match that FQDN?
