Register in one place and resolve in another?

Is it possible for a statically configured machine to register it's
DNS record in one place (on an AD DNS server with and ADI zone) and
point to a separate server for name resolution (Bind Server)? I know
I could configure DHCP to do some things but I'm talking about
machines that truly need a static address in the IP properties (DC's
for example)....

It's certainly possible to have separate servers for separate services.
Having one server perform content DNS service (and thus handle DNS updates)
and another server perform proxy DNS service is a common (and indeed a widely
recommended) setup.
