Register DLLs

We have recently migrated to SBS server. One XP laptop which was ok
previously cannot register dlls. I have logged in as domain admin without
any joy?

first noticed when installing using installshield, so then tried manually
using regsvr32. It is just one machine which was previously ok. I suspect a
registry security setting somewhere but cannot see anything obvious.
