Regional & language settings missing from control panel

After upgrading to SP2, I no longer have any line in Control Panel for
Regional and Language settings. I have always used this in the past,
as I have a Canadian French keyboard.

I have searched but find nothing that applies to the choice being
missing totally. How do I get this back in Control Panel?
 
I should add that if I switch to graphic view in Ctl Panel, I see an
icon for time, date, languages. Double clicking on that icon, I see an
icon for changing languages, but clicking on it does nothing at all.
 
SOLVED:
The files intl.cpl and ctfmon.exe were missing from my
Windows\system32 folder. I have no idea why. The only thing I recently
installed was a Canadian software program called Correcteur - a French
language grammar checker. I had this installed previously with no
problem. I reinstalled it because I had a new hard drive with the
clean copy of XP set up a few months ago, but just got around to
adding this program back in.

Other than Correcteur, I can't imagine why the two files would have
disappeared.

Have you tried, left click on the task bar ( to the left of the < symbol
beside the clock), left click on Toolbars and then left click on Language
Bar. You should now see 4 new icons on the task bar. However, left click
on this new language task bar and right click on "Settings". On this page
you will be able to change you keyboard format etc.
 
That would not have helped, given the disappearance of two critical
files from the System32 directory, as described earlier in the thread.
