regedit and power schemes

I have a system image that when it was created prior to
my employment that was setup with laptop power scheme. It
has been deployed and is currently being deployed on new
systems. Problem is that when deployed to desktop systems
each time a new user logs in the power scheme is laptop.
So how to keep using this image and correct this so that
all new users have always on following the system load. I
have tried editing the registry in two locations. HKEY
Current User\Control Pannel\Powercfg]CurrentPowerPolicy
to 3 and HKEY Users\.Default\Control Pannel\Powercfg]
CurrentPowerPolicy to 3. Then I tested this by logging in
as a test user but still get Laptop instead of Always On.
I have noticed that there is a Global Power Policy Key
under Powercfg with the following values: Default REG_SZ
no set; Policies REG_BINARY with alot of binary numbers I
don't understand, is this a factor? I don't comprehend
much of the regisrty so if anyone knows what I am missing
I would greatly appreciate the assistance. I understand
that correctly configuring a system and syspreping it
would be better but certain circumstances that exist
prevent this, such as multiple systems deployed worldwide
and not easily recalled. A handfull of registry edits
would work best.Thanks.
