Reformatting HDD under XP pro

I need to reformat my HDD, but windows doesn't let me as
it can't format a system drive - how can I work round
this as I need to do a fresh reinstall of Windows XP (I
have already reinstalled it, but now I'm having problems
reloading other programs)

Just boot from the bootable Windows XP installation CD.
When you come to the point where you are asked to choose a drive or
partition to install Windows, you should be given the opportunity to
partition and format any HDD that is recognized by the Windows installer.
