reformatting hard drive and reinstalling w2K

Because of a problem created by spyware, I may have to
reformat my hard drive and reinstall w2K. I have a
reinstallation CD from Dell. I assume I go to the command
prompt and type "format C:". Is this correct? How do I
proceed to resintally w2k?

Symptoms leading me to this: 1 3 hour telephone support
with Microsft staff to fix "port entry" problem with a
program; websites don't load completely - graphics and
text missing; folder and file created that can't be
deleted - even at the command prompt. And NAV and Black
Ice protection stopped working!

To do a clean install, either boot the Windows 2000 install CD-Rom or setup
disks. The set of four install disks can be created from your Windows 2000
CD-Rom; change to the \bootdisk directory on the CD-Rom and execute
makeboot.exe (from dos) or makebt32.exe (from 32 bit) and follow the
prompts.

When you get to the point, delete the existing NTFS and or other partitions
found. After you delete the partition(s) abort the install, then again
restart the pc booting the CD-Rom or setup disks to avoid unexpected drive
letter assignments with your new install.

So after I have run the "Format C:" command and wiped out
everything on my hard drive, I can put the w2K
reinstallation disk in my CD drive and resinstall from
there? Or do I have to shut down and reboot? I want to
reformat because there is a folder and file that I can't
delete apparently installed by spyware. I guess I just
need line by line instructions - or someplace to go for
specific advice.

Sorry, I guess I have left out important information.
Yesterday I ran into significant errors trying to use my
cmputer. Got an error message using NAV. NAV website said
they were aware of error, but had no explanation. Black
Ice protection will not run. When I tried to run
WordPerfect, I got a long error message. I had to delete
WP and reinstall it. And worse, when I try to visit
certain web sites, the pages are not complete. Graphics,
text, etc doesn't appear. For example, when I go to Corel.
com to order a new version of WP, only a few graphic
images show up and none of the information required to
order it. I spent several hours on the phone with
Microsoft support that diagnosed a spyware problem.
Following their advice, I deleted thousands of files and
directories they said were installed by spyware. However,
there is still a folder and file that I can't delete, even
going to the command prompt. So I felt the best step was
to reformat the hard drive and reinstall everything fresh.
Now you are saying I don't need to do that to fix this
problem with IE?

You mentioned wanting to clean install in the original thread. Everything
that now exists on the drive will be gone when you delete the partition
during the process.

* Yes, I believe it's F3 actually

Then resintall whatever software I want to use?
* Yes, any OS your hardware supports.

* Yes you'll probably need to set the boot order in cmos set to CD-Rom
first. Depends on the pc, check your mb manual for instructions on booting
from the CD-Rom drive. Possibly the keystroke at POST (f2, spacebar, etc.)
