Reformatted C drive is fragmented.

After doing a clean install of Windows XP I was surprised to find that that
Disk Defragmenter wouldn't launch or freeze after launching. I ran Perfect
Disk to defrag and was surprised that my C drive needed to be defragmenter.
Why after formatting and re-install of xp would this be a problem? Also,
boot up has been and still is very slow and I'm still having problems with
Microsoft's defrag utitlity.

Installs to a freshly formatted partition will be fragmented. Based on the
speed of the disk, data won't always be written sequentially. Plus the XP
install utilizes Temp/Working Space that is removed at the conclusion of
the install. In fact, due to the placement of Pagefile.Sys and Hiberfil.Sys
the disk may be heavily fragmented after install.
Boot up will be slower than normal until Prefetching has populated the
folder with .PF modules and the ProcessIdleTasks creates the Layout
file and performs the disk optimization.

OK then; does this means that things will gradually speed up? Is there
anything I should do like rebooting repeatedly, etc?
