Reformating problem

I was reformating a computer and I encountered a problem. The operating system before the reformat was XP Home, and I tried to upgrade it to XP Pro. The error message was as follows:

A problem has been detected and Windows has been shut down to prevent damage.

Caused by file partmgr.sys.
Driver_unloaded_without_canceling_pending_operations

Now can anyone tell me if this is a hardware problem or a software problem? Any help is greatly appreciated.
