if i reformat my c drive, is it just like reinstall windows except not using
the windows cd?

because I want to rebot my comp because to weird bugs and when i put in my
windows xp cd and reboot, it won't let me because my version is higher than
the cd version.

Formatting your harddrive wipes it clean, and you will most definitely need
your install CD. Formatting and re-installing is sometimes not necessary.

You can't run a repair install, aka in place upgrade, because the SP version
of the installed OS is higher than the SP version on the XP CD, but you
could delete and/or format the partition that XP is on.

To do a repair install you need to create an XP installation CD that has SP2
integrated in it. The process of doing this is called slipstreaming. Here
are some links for how to do this. Autostreamer makes it easier.

You're trying to set up Windows with your Windows CD
from within Windows. You cannot do this - Windows
won't let you, as you found out. Here is the correct way
to do it:
1. Reboot your machine.
2. Keep tapping the key that gets you into the BIOS setup.
It is often the Delete key.
3. Make the CD drive your primary boot device.
4. Boot the machine from your WinXP CD.
5. Follow the prompts for an installation. Allow the
hard disk to be formatted.

In addition, you will most likely have to download from
Microsoft about 60 updates which will take a whole bloody day if
on dial-up.

More than 60 for post SP2 - it's on the order of 100. That's why when new
updates come out I do a custom scan, then go to the individual updates, and
download each install file individually, save a copy, then install.

directory (of your choosing) and then dumps all selected updates in
their completeness to your HDD, where you can update them and slipstream
them and everything.
