Reformat Disk

I have inherited a computer from my son, and I want to wipe the disk and
reinstall windows xp. Its been a few years and needs reimmaging.

I can not use the dos "Format c:" command because some resources are being
used and it will not force an unmount. What is the quickest way (besides a
magnet) to reformat the disk?
