Refering to Previous Record

How can I get a Record of a Query to refer to a value in
the previous record?

Well, that depends a great deal on what you mean by "previous". A database
does not store records in any particular order and, thus, what is the
"previous" record at one moment may not be at the next.
 
Then that might be a workable situation. Can you describe the rest of the
data a bit and tell what fields you are trying to reference?
