Reducing Picture Ratio Aspect

may i know what software should i use to change the picture aspect ratio to 4:3. I only have microsoft paint and i have a lot of difficulties allocating this feature..

Hello,
If you are looking to change the aspect ration of a still image to 4:3
then you could either stretch or shrink the image using the Stretch/Skew
tool that is under the Image menu or you can crop the image using the
selection tool, copying the selction to the clipboard and then pasting that
copied image to a new picture that has a canvas whose attributes make it a
4:3 aspect ratio. You can change the attributes of the canvas by selecting
ther Attributes tool under the Image menu.

You might try IrfanView. A nice image viewing and handling utility which is
free.

Image > resize/resample
