rediect computer from default containers to new OU when joing the domain

I have 2000 servers in a 2000 domain
I have the need to redirect the default computer container to an OU, I need
to have newly joined computer, to come up in the new OU and not the default
container. I have people that want to or need to move computer from the
default computer container to an OU at the same time I don't want to give
these people administration wrights on the default container
 
You can use netdom to specify the default OU when joining or specify it
using an unattended install script. There is no setting that specifies the
default.
