When attempting to join our domain on e newly cloned PC, I
get message box saying that: ' The Service did not
respond to the start or control request in a timely
fashion' and I get a red x in the Active directory over
the new host name.

Not sure if this is related, but did you use SidWalker or GhostWalker or
something to change the SID of the computer after cloning?
Can you join any other (non-cloned) computer to the domain?
What do you see in the server event logs?

Yes a duplicate sid is a likely cause. Rather than using sid walker after
the image to change the sid the best bet is to run sysprep on the PC you use
for the master image before you take it so it strips the sid out and you get
the mini setup wizard after imaging.
Dave, try using nltest to reset the computer secure channel.
