Red X (not same problem as detailed elsewhere)

I am using Outlook 2003 and XP and getting Red X's for ALL pictures - even
upon reply or forward. And the infobar no longer comes up to give me the
option to download them.

Perhaps coincidentally, this laptop was recently taken to a hotel and upon
trying to connect to the internet, a technician walked the user thru some
changes that she doesn't remember.

I have tried toggling all Outlook options, turned my firewalls off, added
senders to safe list, disabling my anti-virus. All to no avail. I have yet
to create a new user as this problem doesn't sound similar to others in that
my pictures don't "re-appear" upon forwarding or replying and this issue is
happening with ALL internet based pictures.

Thank you for any advice you may offer.

all internet pictures, as in also when you are browsing websites? IE's
tools, options, advanced tab, look under multimedia section for Show
pictures.
