Recycle Bin

I have a recycle bin icon on my desktop. When I try to
see what is deleted I do not have that option. When I
right click the icon the only options I have is to Empty
Recycle Bin, Cut, Create Shortcut and Delete. How do I
restore it back to its proper fuctionallity
