I'm just noticing that whether I have deleted documents
in my recycle bin or not, my icon always show the full
icon. I've checked in the customized desktop area and
they are set correctly. When I try emptying the bin when
it is otherwise empty it wants me to confirm whether I
want to delete 'windows'.

I've never seen this before. Of course I say no to the
delete confirmation dialog box. Why is it doing this?

This is due to the corruption of Recycled folder - info2. Try this:

IMPORTANT: All the files deleted previously [present in the R.Bin] will be erased permanently.

Create a dummy notepad document and save it. Delete the file and let it go to recycle bin.
Now, empty recycle-bin

Solution 2: You may want to delete the Recycled folder or follow Kelly Theriot's repair solution. (Deleting the info2 file). That should definitely solve it. You may need to restart Windows after that.

Actually that didn't solve it for my problem. I
did all of the things Kelly said and still can't
delete those phantom files from the recycle bin.
Now the Recycler folder has some seriously
corrupted files in my external HD that has been
partitioned. I can't delete those files either.
How did this happen and what other way is there to
fix this? I did all the things on the link you
posted and still this hasn't been working.
