I noticed the recycle bin icon showed something in it. I
opened it up, but nothing was there.
I then right clicked on the icon to "empty the recycle
bin", and a message came up, "Are you sure you want to
delete WINDOWS"
Does anyone know what this means and how do I get rid of
it.

You are seeing a bug. You cannot delete those files! Try these hints from
Kelly:

This seems to work for many: Make sure that something is in the Recycle Bin
(delete any file). With the Recycle Bin closed, right click and choose:
Empty Recycle Bin. When the confirm box appears, click ok. Reboot. Now the
Recycle Bin should work correctly.

try restarting your computer. sometimes the icon will
change for no reason even if the bin is empty. if that
doesn't fix it, then just to be safe, open the bin and
click "restore files." don't throw out anything if you
don't know what it is. a few extra kb or mb of occupied
disc space will not kill your hard drive.
