I've created a partition just for the win2k paging file.
The system has created the recycler folder on that
partition. Can I delete it? This partition is strictly for
paging file and no other files will be stored there.

Yes, you can delete the Recycler folder. Before doing so, go into the
Recycle Bin properties, set it to configure drives separately, and set
your paging file drive not to send deleted files to the Recycle Bin. That
should keep Windows from recreating the folder.
