Recycle Bin Related Question

When emptying the contents of my recycle bin, a files remains and cannot be removed. I receive the error
"Cannot delte filename: It is being used by another person or program. Close any programs that might be using the file and try again.

I have shut down and restarted my system and the file persistently will not be deleted

Does anyone have any ideas what is causing this anomolie and how to resolve the problem

try restarting in safe mode. go to help and support
center to find out how. then it should work

Login in as administratio
Go to the recycled directory in your hard drive and change the security options
