Recycle bin not holding files

Hello there,
I have tried everything (Info on kelly,s corner and the links supplied with
them) to help restore my recycle bin back to it's original state. At the
moment if i delete a picture in my documents folder,it totally bypasses the
recycle bin and is removed from the system. I have checked by right clicking
recycle bin icon and going to properties and it is set up to collect files.
Is there any way i can download a new recycle bin from microsoft download
centre? because i have tried all of the suggested steps and none of them work
for my computer.I think maybe that a file extension to the recycle bin may
have been lost as i have recently been infected with a barrage of spyware
which has really affected the running of my computer. Thank you for your help.
 
1. Right-click the Recycle Bin, and then click Properties.
2. In the Recycle Bin Properties dialog box, Uncheck the Do not move files
to the Recycle Bin. Remove files immediately when deleted check box.
3. Check the Display delete confirmation dialog check box, and then click OK.
4. Click OK.

NOTE: The following deletion actions do not send files to the Recycle Bin,
whether or not the Recycle Bin is active:
• Deletions from removable disks (CD-RWs, floppy disks, Zip drives, and
other removable disks).
• Deletions from remote shares.
• Deletions from compressed (zipped) folders.
• Deletions at the command line.
