Recycle bin - flashing as if stuck / objects in trash not visible

Recycle bin - icon shows it has trash and I know something
is in recycle bin. Yet when opened, part of the window
continuously scroll flashes as if it is "stuck / not
responding", and display of items is empty.

Ctrl Alt Del shows running okay.
Cursor is visible but nothing happens when you
click "restore items".
It WILL empty recycle bin with a click of the cursor
(although you cannot see anything in the bin or leaving
the bin).

Windows XP.

Try deleting the Recycle bin. From a command prompt:
rd /s Recycler
Windows will recreate it when it's needed.
