Recycle bin error

My recycle bin occasionally shows that it contains files (that is, the
desktop icon pictorially shows trash), but it is actually empty. At these
times, I cannot click on "empty recycle bin" because it is actually empty.
The only way to "correct" the icon is to deliberately delete a document.
That document then shows up in the recycle bin, and I can empty it.

What is causing this, and how can I correct it?

I am using Win XP-Home Edition.

Stop using nortons protected recycle bin.

I am not using Norton's protected recycle bin. I removed all products from
my computer some time ago, and I did not use Norton's protected recycle bin
even when I was using NAV. So, this question relates to Windows recycle bin
(Win XP-Home Edition).

Sorry...I should have said I removed all *Norton* products (not "all
products") from my computer some time ago.
