Recycle Bin - Can't See with Icon Can't Delete from Windows Explor

If I do properties on the Recycler folder I see 1.46 GB in use (7 files & 5
folders) From Windows explorer I can see the 5 folders with the ugly long
system names.

I was able to delete 4 of the folders. Their contents are now in the 5th
folder.
I need to empty the Recycle Bin.
How can I do that and get the recycle bin behaving like it should?

Don't empty it -- delete the entire Recycler folder. Windows will create
a new folder with a fresh index file when it's next needed.
