Recovery Process/Create SPcd

A thread posted 09/24 gets close but I am recovering a win2ksp4 system from
floppies. It booted, found the win2k install and is now asking for the SP2
cd. Can I create an all in one cd, or any number of cd's to allow this
process to continue with likely success?

An attempted installation of CounterSpy from SunBelt Software has rendered
my machine unbootable.
 
Update, I forgot that my system that created the recovery disks was a sp2
disk. Finished the recovery with it and it is still not booting. Not to safe
mode or anything. Can I use the recovery console to load a saved registry
that is only 2 day old?
