Recovery Agent ---> dosen't work

hi,
I'm using WinXP pro with 2 limited account and 1
administrator account (me). They are all in local account.

My scenario: One of my account was created as encrypt
folder with a some file in it. But He lost his private
key. And I tried to help him to decrypt it with my
administrator account, but I can not. I received
message "Access is denied" when i tried to remove check
box "Encrypt contents to secure data".

I sure that I'm a recovery agent because it's default for
Local Aministrator, but I can not decrypt it.

Anyone here, help help me.

Local administrator is not by default a data recovery agent
in Windows XP, if fact there is no DRA until it is defined.
