recover user id

I can logon to the machine with administrator, or my
account, but the primary user logon just sits there and
indicates its "applying settings". Can I recover with last
known good config?

It sounds like their profile is corrupt. You can copy the files and settings to a new profile. There are a few steps so Google for 'copy user profile' for details.

Is the Profile local or roaming on a domain? If local, as others have
stated, its hosed, if roaming on the domain, then the differences
between the actual local profile and the domain profile it could be so
different, its just taking a while to sync up.
