Recover Deleted Items (with preview)

Hi,
I am looking for a way to recover Outlook deleted items (or view them) in
such a way that does not alert the mailbox owner that a deleted item has been
restored.

For example, when you use the "Tools-Recover Deleted Items" function, you
have to restore the entire item to it's original location if you want to view
the message body. I would like to be able to view the message body without
restoring the item to it's original location. 3rd Party Software
recommendations welcome.
Running Exchange 2003 mailbox server.

This would be in an invetigation type scenario. I am the email admin. I know
someone deleted some email that should not have been deleted. I want to see
the contents of the email without restoring it. If I did restore it, then by
default it is restored to its original location and the end user may see that
it has been restored.
See what I mean?
 
No, not really. Restoring the e-mail is on the user's request, right? The
user also knows that you have access to his mailbox, right? Otherwise it
would be an invasion of privacy. So if the user is aware of this, what is
the harm in restoring it to the default location?

if you have mail that 'should not be deleted' then you need an archiving
service running on the exchange server, archiving all mail (or all mail that
meets certain conditions). Expecting the user not to delete mail is fraught
with problems.
