Recover Deleted item?

I have a user that is unable to recover any deleted items from the Deleted
Items folder (they are trying to recover by selecting Tools/Recover Deleted
Items) it is empty inside, like nothing has been deleted. Any help is
appreciated.

What is the deleted items retention policy? Are you using an Exchange
server? Versions of Outlook/Exchange?

the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.

After furious head scratching, Penny Miller asked:

If you look in Outlook's own help, the Recover Deleted Items feature
requires using MS Exchange as your mail server. Do these users use
Exchange? If not, that menu item should be disabled since it isn't
applicable in their situation. It is only usable when using Exchange,
if the feature was enabled on Exchange, and if the user attempts an item
recovery within the retention period for deleted items.

If the users are not using Exchange, that is not an option available to
them. You sure they actually do have any items in their Deleted Items
folder? Have they checked their view to ensure they are viewing ALL
messages? Are they using Shift+Del to delete items (that is a
permanently delete so it will not show up in the Deleted Items folder)?
