RECORDS MISSING AND FILTER OFF

I have recrods missing from the database and other users can see them. I have
done everything with the filters and still nothing. It is only one form and
one user that i can not see. that user can see his data in the table.
I can not find anythign that could explain what is going on?

If 3 people have a form open on a shared backend and one enters a new record
the others will not be able to see the new record unless they close the form
and reopen it or requery the records in thier open form
