Is there a way to record a telephone conversations within Outlook Business

That depends.

VoIP calls may be possible to record with an application that records
traffic that goes through your sound card. Same can be said about regular
phones, but then you'd also be looking at 3rd-party hardware.

In short, there is no integrated way but it can be done.

I don't know of a way within Outlook. If you are using VoIP or are
considering it, then it is built into many systems.

A neat open source project is Trixbox. It works with regular phone
lines too. Recording is built in.
