Record Count of First Report Grouping

I have created a report I want to have subtotals print every 7 records.
However, the first group always prints only 6 records, the rest of the
report groups the records in 7s as requested. The Group settings are as
follows:

Field Data Type Grouped By: Long Integer
Group Header: No
Group Footer: Yes
Group On: Interval
Group Interval: 7
Keep Together: No

Why does the report always print the first grouping with one less record
than requested. Can't find anything on this at support.microsoft.com.

Try starting the count at zero instead of 1.
