Recharging USB devices with Windows Vista

I have long used a USB cable connected to my Windows XP desktop to recharge
my phone and MP3 player. This no longer works in Windows Vista. The devices
operated correctly, but they no longer recharge.

I cannot find any information about how to change USB power settings in a
manner that would allow the devices to recharge.

Does anyone have any knowledge on this subject?
 
The only situation I've encountered where a software setting made a
difference for recharging was where you had to set whether you were doing it
directly or through a hub. (This was for an MP3 player under XP).
 
You might check and see if today's Windows Update for USB deals with
this?
