None of my recently used programs are showing on the start menu. How do I
enable this feature?

Just a thought but try this.

Right Click on the "Start" button on the taskbar
Select "Properties"
Select the "Start Menu" tab
Make sure the "Start Menu" radio button is checked, then press the
"Customise" button.

In the "Programs" section make sure the "Number of programs on start menu"
is greater than 0

I use 12 with "small icons" selected in the "icon size" section above.
