Receiving error message when trying to run Windows Update

On a Windows 2000 PC,when trying to run windowsupdate
(from http:\\windowsupdate.com), I receive the following
error message:

"Network policy settings prevent you from using Windows
Update to download and install updates on your computer.

If you believe you have received this message in error,
please contact your System Administrator."

I am the system admin, and I've tried to apply a couple of
the articles I've found, but they did not alleviate the
error.

Any assistance would be greatly appreciated. Thanks!
