Receiving DNS records

Hi, I have a DNS server and it is not in an AD. I would
like to receive DNS records from another DNS server out on
the internet. How do I go about allowing that to happen.

Setting it up as a secondary. But the primary (the one on the internet)
would have to allow zone transfers to your secondary, not likely if you
don't own it.
