Receiver not able to Reply

When I send a custom form, the receiver is able to pull it up. But when they
hit replay, they get this message: The form you selected could not be
displayed. I changed the action on the reply to look for the form for this
custom form rather than message--

Is the Reply action's custom form published in the Organizational Forms library? If not, it won't work.
