Is there a setting I can alter in Outlook 2003 so I can read this message in
Outlook?

Did you receive it in your Inbox folder or in the Junk Email folder?
Is there an Infobar above the message informing you that Outlook converted
it to Plain Text?
Do you have any 3rd party malware scanning suites installed that integrates
with Outlook?

I'm having trouble with only these messages from restaurant.com,
rewardsnetwork.com and a Florida Power Company newsletter.

They are received in the Inbox folder and used to read normally in the past.

I read about the InfoBar in MS Office troubleshooting but do not see one and
cannot find a way to display an InfoBar. The message looks the same when
displayed in plain text or HTML.

Incoming messages are scanned for viruses by AVG Free 8.0.

AVG is the keyword here. They modify the message body when you receive a
message (to add a line that it has been scanned with AVG) and not always in
a good way. Disable AVG's integration with Outlook completely and
re-download the messages (or await for a new one to come in).

Having a virus scanner that integrates with Outlook won't give you an extra
level of safety anyway and will only use up more resources and causes issues
