Receive phone calls with Phone dialer

Hello, i´m using windows xp Phone Dialer to make ordinary phone calls
with my pc, modem and land line.
But I see no option to answer an incoming call. Can someone give me a
hand on this? Help file has some instructions about answering and
rejecting calls, but i see no window or option to do what is said there.

The phone dialer program i talk about is the one located in
C:\Program files\Windows NT
 
It's called Phone Dialer because that is what it does, it dials, it has no
receive functions. You need some type of 3rd party telephony app
